Not a league-wide cap per se, but I do think that many individual programs are totally stupid for paying ungodly amounts of money to brand new players.
The NFL is not for everyone. It is a completely different level of playing and I think that rookies have some maturing to do (sometimes) before they are actually in the groove of professional ball. I think there would be a lot less whiny brats coming out of college and holding out for more money, not showing up to training camp, etc. if teams would make the rookies prove themselves first before they get the big paycheks.

not at all, most rookies only get paid a lot if they are like first five or ten in the draft
