Well, an employee might be capable of doing the job, but they still need to learn how to fill out their time sheets, how management works, who to go to with problems, when paychecks arrive, what your vacation and holiday policy is, etc.

Orientation has nothing to do with employee selection. Getting ORIENTED to the company is very different that getting trained to do the job.

Disagree strongly. Someone can be very competent, but they still need info about your company and its internal policies and procedures - this info isn't available for them to learn on the outside, they can only learn it within the company. either from orientation or from just figuring it out as they go, and that is very inefficient, slow and probably only partially accurate.
