Roketa's are garbage, so you really don't want to get one. If you want a Chinese scooter from a dealer with real support, check out Scooter City in Island Park

You see the difficulty your having now? What will you do when it needs parts, service, maintenance?
They don't sell shop manuals to the public.
That's another deterrent you should think about.
