Normally my answer would be New Orleans. However, I just watched the U of South Florida crush U of NC in S.Florida and noticed some very strange outfits worn by the fans there. In fact I think a couple were not wearing much of anything.

Probably the Raiders look at the fans in the one end zone, I forget what they call this among the fans who sit there (similar to the Dog Pound in Cleveland) these fans come up with crazy outfits and can rile you up if you happen to make a mistake and go into their seats.

I haven't seen the barrel guy in a few years. I think the nod has to go to the Raiders fans. That black hole is like a holloween party.

um, the raiders have some pretty rediculous costumes, half the fans wear fake shoulder pads that have spikes on them with a raiders jersey under it and a viking helmet thats silver with spikes and chains hanging from it.
