Tap water has more minerals and chemicals in it, which aid in conductivity. Pure water, without any other elements other than two hydrogens and one oxygen, won't conduct.

The cleaning process of the water does not remove any of the salts. Salt in the water helps conductivity. Also makes the water hard.

tap water contain lots of dissolved ions while distilled water has no dissolved ions but only little H+ and OH- ions which is from self-ionisation of the distilled water.
more ions means high conductivity
