While in some instances heredity may play a role. I think environment can contribute a lot more in learning development. You can look at examples of feral children. Link below for Genie. Also if you look at autistic children, dyslexic people and those with mild metal handicaps, all can be taught, to certain extent, tricks and tips to help them function more productively. Dyslexic people really can become geniuses once it's found out and shown how they can compensate for their reverse reading.

Heredity is very strong, but up-bringing either enhances the positive elements or can damage them. It takes both--hopefully positive influences, to really develop a positive productive life.

Most likely it starts with the parent; I hear lots of adults say, "I was brought-up to..."--you rarely hear someone say, "I would like to thank all those things in my environment that helped me get to where I am now."
