y= 0
x=-3

just multiply the first equation with 3 so you'll get
3x+15y=-9

now sommate the first with the seccond so you'll get

3x+15y-3x+3y=-9+9

18y=0 so y=0

now fill that in in the first equeation
x+0=-3 so x=-3
