No, it's not the same. I'll bet you're confused because .25 of a mile IS the same as 1/4 of a mile.
But "0.4" is not the same as "1/4"
0.4 is the same as "4 tenths." Draw a line (a 10-inch line would be convenient), divide it into 10 even parts, and then count 4 parts from the left. That's how much 0.4 is.
Now consider 1/4. Using the same line, divide it into 4 even parts, and then count 1 part from the left. That's how much 1/4 is. And you can see (if you try this) that 1/4 is certainly less than 0.4
0.25 = 25/100 = 1/4
0.4 = 4/10

I think that you are mistaking 0.4 with 1/4 or one quarter. A quarter of a mile is the same as .25 of a mile. But 0.4 is actually 2/5 or two fifths of a mile.

It's not the same. You're thinking that 1/4 is the same as 0.25
0.4 is the same as 0.40 and we know that 40 is larger than 25, so 0.40 is larger than 0.25
Remember when converting decimal to fraction (and back) that a decimal 0.XX is the same as XX/100
So 0.4 is 4/10 (or 40/100) and 0.25 is 25/100. Very different numbers.
The difference (subtraction-wise) would be 0.15, or 15/100

look you have to know the relation ship between decimal and fractions
0.4 = 4/10 = 40/100
0.25 = 25/100
so 0.4 > 0.25
the diffrence between 0.4 - 0.25 = 0.15
