You'll need to expand on your question....why won't her boss pay her?

By law she has to be paid. I don't know where your sister works, but according to US law, even if she owes money to the company, they must pay her at least the equivalent of minimum wages for the hours she worked. What that means is if she is paid $10 an hour, works 40 hrs a week and is usually paid $400 a week, but the boss says she owes the company back $200.00, she can't be paid less than $206 (which is 40 hrs time minimum wage of $5.15 an hours). I suggest she threaten her boss that she is going to see the Labor Board

My answer assumes that there is no wrongdoing your daughter has committed in this situation.

If your jurisdiction has an employment standards office, call them immediately and ask for advice. There may be an administrative tribunal which handles such employment complaints. I would also try to get written proof of the owed money, for instance, try to get witnesses who can attest to discussions about the back payment, or collect up any letters she and the boss have sent about the payment.

If you have a student run legal aid clinic in your town, and if you are low income, you may be entitled to representation. Most lawyer-run legal aid clinics, however, deal only with criminal matters.

If none of the above apply to you, collect all your documentation and have your daughter file a suit in small claims court for the money.

stop right there. If she is owed 900 why is she still working. She works just like anyone else. have your daughter confront her boss. Start with "I think that there is something we need to discuss regarding my current pay."Then tell it how it is.

She must request it in writing and give say 5 days to pay her or provide reasons why he is not paying her.

If unresolved she will need to consider an employment tribunal. She has 3 months from the date she did not recive the pay to do this

The ET1 form she will need to complete for the tribunal should state that the reasons for the claim is an 'unlawful deduction of wages'

or

she can seek help from the CAB or and ACAS websites

Report it to someone higher in authority at her place of work. There is something very fishy here. No boss has a right to hold back payment for work done. Has she kept account of last wage slip..

Ask for the payment if the 900 is justified, if you do not receive it then i suggest the small claims court but you must be completely entitled to it.

If she is owed, he is obligated to pay her. If she has proof that she worked, tell him he must pay or you are going to report him to the BBB.
