What is a soft partition of Iraq?

I believe, that would divide Iraq into two different countries within a single country, based on religion.

Isn't this a PF topic? Anyway, the resolved basically means that Iraq will be divided into 3 regional governments. The Shiites, the Sunnis, and the Kurds would each have their own government. Each will have an equal share in oil revenue, their own militia, make their own laws, etc. The 3 regional governments will have a weak central government in the middle governing them (well trying to govern them).

There are several versions of what these means. One gaining support is this idea: A plan calling for dividing Iraq into three semi-autonomous regions, held together by a central government.
