microsoft.com has a number of excellent free templates that you can download and use with your existing software, presuming you use microsoft software :)

Go to the site, look under downloads / templates, and search for scheduling - I know they have some good ones.

As far as I know there is only one free employee scheduling software download that is available without a trial period and you don't have to register for it either. The name of this scheduling software is DRoster Employee Scheduling Software. DRoster creates and manages employee rosters, shifts, schedules and is highly customisable.

Free DRoster comes with free support via email by Kappix (the maker of DRoster). The download is available as a standalone or a client server download.
