I just got my debate topin for the 2007 October Public Fourum Debate, and well, I can't figure out what exactly in means.

"Resolved: That the United States should encourage the implamentation of a soft partition of Iraq."

What is a "soft partition"?

the plan calls for a weak central government and 3 small regional governments. It would divide the Shiites, Sunnis, and Kurds, into separate regions and give each an equal share of oil revenue.

thats the basic gist of it. but the issue is a lot more complicated.

Jayjay has it right; A soft partition of Iraq would mean dividing Iraq into three semi-autonomous regions, held together by a central government. This concept is a result of the different factions seemingly being unable to form a single government.
