You need to be at level 2 before you can gives thumbs up or down.
Your currently at 137, keep answering questions and don't ask any until you reach over 250 and you will be able to get there faster.
Level 2 - 250-999
Level1 - 1-249

The problem with being on higher levels when it applies to thumbs down is that you can no longer give someone a "slap on the wrist" for an inappropriate answer. The more power you have the harder it is to use it - if I give a thumbs down it is an instant "zap" when all I might want to say is "that's not a good answer" or "mind your language - you are being offensive to the questioner"

Hello bargainhunter,
I believe its 250 point to get you to level 2. Then you can rate others. I believe in your case you need another 113 points to get to level 2.
You start with 100 points for subscribing and get 2 points when you answer a question.
You also get points for rated answers and if you are given a 'Best Answer' you get more points, I believe its 10.
If I am wrong I am sure I will be corrected.

If you click on your points total then you can see all the level scores and download a chart with the different points you earn or lose , Also tells you about voting and thumbs.
