yes, but can they just promote someone else to be the #1 position, I've said this before, you can always claim to capture the #1 guy with a group like Al Queda, as soon as you catch a #1 guy, the #2 guy becomes the new #1 guy, there's an almost endless supply of "chiefs" to capture
