Places like Victoria's Secret will help you get fitted for free. Just go in and tell them you need fitted for a new bra and they'll help you pick out exactly what you need.

Under bust measurement - add 4 if it is an even number. Add 5 inches if it s an odd number. Yours is 31, so add 5 making you a size 36.
If this measurement is the same around your bust measurement, uou are an A cup. Yours is 1 inch more (37) so your size is 36B.
Some really good shops can tell your bra size without even measuring you (so I have been told).
Also different makes can fit slightly different so you really need to try them on.
If the back of your bra rides up, it is too big so try a smaller back size. If you do this, you might have to try a larger cuo size to compensate.

Most of the time, those online measurement guides are wrong. I've had them tell me I'm everything from a 38B to a 32D, depending on which guide I use. I know it's awkward, but your best bet is to go in person for a fitting. They do them at Victoria's Secret, JC Penney's, etc.
One more thing -- even when you get your size, remember that brands tend to vary. Always try bras on before you buy them, or you could end up with a whole bunch of ill-fitting ones regardless of your measurements.

I agree with most. You are going to need to go in for a fitting, but I would avoid VS and go to Nordstroms, because they carry a much wider selection of sizes than VS. If you don't have a Nordy's try the Intimacy, the Bra Fitting Specialist . They specialize in bra fitting and foundations (as seen on Oprah and Tim Gunn's Guide to Style).
They started a network of reliable fitters and there should be one in your city.
Stats say the up to 85% of women are wearing the wrong size. And those of you afraid of larger cups may want to skip the fittings altogether, since chances are your band is too big and your cup too small, most people go up 2 cup sizes.

my advice would be deffo go for a fitting!
i didnt and was wearing a 40 dd
turns out when i went for a proper fitting i was a 38 gg
its deffo worth going for a fitting!
