I know it's top 4%, but does it mean that if u r in the top 4% u'r guaranteed a place in one of the campuses? Well i just got a letter saying that i'm not eligible in the local context, i guess it means that im not in the top 4%, but does it also mean that i don't meet some minimum UC requirements (a-g courses, etc.)?

High schools participating the ELC program submit the top certain percent of students (I think it's 10%, but don't quote me on that) to the UC. The UC determines the top 4% pool from the particular high school and notifies the students who are ELC-eligible. ELC students are guaranteed entry to one UC, but usually not the one they want (last year Irvine guaranteed admission to all ELC students, and Riverside had some kind of open door policy for the ELC students too). ELC makes for a good backup plan (unless your top choice is Irvine or Riverside), but to get into the competitive UC campuses, like Berkeley or UCLA, you will still have to put together a decent application.

Not ELC-eligible doesn't mean you are not UC-eligible; it just means you are not the top 4%.

From what I understand, "eligibility in the local context" doesn't mean anything more than regular eligibility, because the top 4% still need to have the a-g courses and meet GPA and SAT requirements. I think the purpose of this eligibility is to let students in very poor, underachieving schools know that yes, they can go to UC.

For you, if you are a CA student, you are gauranteed admission to a UC campus if you have the a-g courses and have high enough GPA and SAT scores. Your high school guidance counselor is the perfect person to ask about your eligibility.

Call the registrar of the UC and ask them. I'm going to guess that you didn't take the required courses you should have in high school.
