make sure you have beaten the elite four and obtained the national dex. when you have done this follow these steps:
1. make sure the power is off
2. ensert emerald into the gba slot in your ds
3. load up diamond/pearl
4. on the tital screan instead of loading up your game go on *migrate from emerald*
5. then select six pokemon to migrate
6. when they have been succesfuly migrated load up your game
7. go to pal park and catch them!

You must first see all 150 Sinnoh dex pokemon, then you go to the place called Pal Park. By placing your Emerald Version in the GBA slot of your DS, you can choose 6 pokemon per day to migrate to you Diamond Version. In Pal Park, you run around with Park Balls (work the same as Master Balls) until you catch all the 6 you migrated. You have to catch all of them to be able to keep them. (If you don't catch all 6, you can just try again.) The rarer they are, the longer they might take to appear.
