Make reservations to a favorite restaurant. Before hand take over some balloons and have the servers put them on the table before you get there. Have a nice dinner together and hopefully the servers will sing Happy Birthday to your Partner.
Take your Partner to a Movie or some where else they like going.
It would be hard to make it a secret. But it will surprise them non the less.
