Intellectuals are just people like you or me who have dedicated a lot of time to learning about a particular (or several) subject in such detail that they have a very deep understanding of how it fits together. In other words, they're experts.
You don't need to be a genius to become an expert, but some level of intelligence (not as high as most people think) is necessary to get there. This is true of almost anything in life.

being smart is an inner trait, an inner knowledge of something
being intellectual, however, is being smart and also being articulate enough to explain one's intelligence
someone who is smart can read and understand difficult text; someone who is intellectual can read and understand that same text, while also being able to debate different aspects of the text and bring his/her own personal insight into discussions

define smart and then you have your answer.
Intellectuals can be many things, but foremost they are people that seek knowledge; academic information and answers to question that occur to them.
Smart can still be ignorant, but I figure most smart people do want to know more about the world around them and so become intellectual.
So, to answer your question (assuming smart means inherently intelligent)... being smart makes you intellectual.

Yep, the better the mind the decrease the commonsense. If there have been a school of undemanding experience, i might petition Congress to make money attainable,interior the fashion of scholarships, for each a style of Intellectuals. yet, lamentably, if one isn't born with undemanding experience, there's no thank you to receive it.
