Most corporate stores require that you are 25, but some local stores allow 21 and up.

Typically, as long as you have a valid driver's license. However, they may further specify that you be at least 18 or 21 or have a parent (or guardian) co-sign the rental agreement. If you're under 25, expect to pay additional fees and/or a higher rental rate than those of us over 25.

However, I did rent a car with my parents (in Florida) when I was about 23, and because my parents were going to be traveling with me (my parents left their D/L's at home [foreign country] and couldn't drive), the person at the counter waived the under 25 surcharges.

Last i herd it was 21 and have a valid drivers liscence and a credit card ( that was back in the 90's when i last rented one).
The credit card can also be a source of insurance when renting ( so you dont need extra from the rental place). When i rented the car, i held it with a creditcard and when i brot it back i paid cash , they removed the charge from the credit card - i just used it for the insurance/rental.

For the big national rent-a-cars, the renter (and primary driver) must be 25 or over. Some MAY allow you to add under-25 drivers as secondary drivers for extra charge, others won't.

Smaller local rent-a-cars have looser rules and will rent to any one over 21. Depends on the company, of course.
