I don't really see how that is relevent to the book in question..

The Prince was a book written by Machiavelli for the sole purpose of "teaching" other people who are going to be royalty.. basically a "this is how I do what I do" type of deal..

He has no respect for the people under him, and he learns nothing throughout other than how to avoid upheaval.

So, how is he affected?.. He creates the conflicts himself. The only conflicts involved deal with using fear and punishment to rule over people, while not going so far as to make them revolt against you.

There is no negative or positive impact.. He is who he is, and remains so until the end.. the ONLY thing that the threat of upheaval does is make him more cautious.
