The $2 bill was less popular in Western Canada, possibly due to a shady history. Legend has it that during the frontier era, $2 bills were used to pay prostitutes. It was therefore considered rude to give one to a woman as change.

A bit of background. From the twenties and through the thirties 2dollar bets were the most common bets at race tracks. The bets were also paid in 2 dollar bills. In the late teens and early twenties Prostitutes migrated to the race tracks from the bars and saloons. Men with winnings, many times, were looking for more excitement. These men thought little of handing out a single bill when they had a "fist full of Money," therefore the prostitutes doubled their take with no extra effort. Eventually, the 2 dollar bet and the 2 dollar woman became part of the language of slang.
