You are male. She is female. THAT means by definition, YOU apologize and you are obligated to do something to make up for it. Apparently she is interested in YOU, for what reason only God knows! Regardless, time to make her feel better about things. She was embarrassed, though logically, she had no reason to be. Ask her out and say you are sorry about not being available previously. This could develop into a really good thing for you!

She probably was embarrassed for having asked you, and that is why she ignored you.
Were you really busy, telling the truth about why you couldn't make it for the dinner, or were you just making up an excuse because you didn't want to go?
If it was an excuse, it might have been really obvious and she thought you were sort of tacky.

I dont think that you need to apologize if there is only one chance to go ahead with your plans. If you feel uncomfortable because she ignored you, well...ask her out for dinner and next time she wont ignore you. You need to know that is a bad idea to mix work with relationships, remember that you will see her everyday at work.

Ask her to do something else while incorporation a quick low-key apology. "Hey, I wanted to know if you want to go to the movies this Saturday." ...[..continue conversation..]... "Yea, sorry I couldn't make it to [...] the other day. The guys and I already had plans. But I hope you can make it this Saturday!" ..[continue conversation...]...
By asking her to do something, it shows that you genuinely did want to hang out with her in the first place.
