Scouting is legal. Reviewing official game film is legal. Electronic surveillance is illegal. You cannot have listening devices, video equipment, radio interceptors or anything like that.
I believe that most teams and coaches in the NFL, probably about 31 of them, do it fairly. Belichick and his cronies have been caught cheating not once but three times over the past few years. That's why New England's Super Bowl victories under Belichick should be asterisked.
