There is a software called JAWS out there that would be helpful to a blind person it is a screen reader.
If you search Google for screen readers you will find a lot of links.
The problem is that most of the web designers out there do not design to be compatible with the accessibility standards that were designed for the handicapped or visually impared.

I starred because I have a friend who is blind and teaches blind people. I will ask what programs they use.

There is a utility built in windows itself to help out needy people, it is called narrator. It narrates every item your mouse move onto.
to activate it just press window key + u
