How old your pads? There is a wire that sticks out of the brake pads that warns you that your pads are getting low. It does make a grinding sound at low speed then disappears when you are at a higher speed. That wire is called your brake pad wear indicator.

Front Brakes need checked. If, you have waited too long you may need your front rotors turned. The grinding in the metal of the brake pads grinding into the metal of the rotors.

Its the warning tab on your pads/shoes scratching the surface of the rotors/drums to let you know its time to replace your worn out pads/shoes.
Highspeeds produce noticeably less friction, therefore grinding noise. You'll often hear the squeal lessen while braking, too. But its your brakes, for sure, so get'em checked, ok?

Even though it only happens at under 40 still check your pads and your rotors. That is where I would put my money. It might also be the wheel bearings but if it is only when you brake probilly not.

so are mine i have a 98 explorer i can hear them grind when I'm going at slow speeds or when I'm breaking but i have ceramic pads that are only like 2 months old i cant figure it out either

Still sounds like brake pads are wearing or have worn down, maybe you should have them checked out!

your pads are shot take wheel of and have look new 1s are cheap i would allso replace the discs so its all done in 1 hit

pistons next to calipers are probably low in grease,and not re-leasing properly...you don't notice it at higher speeds,they tend to bind more at low speeds...try filling up with grease and removing the spacers.....
