so what about current direction and wind drift? what is the surface aera below the waterline of the barge, is it salt or fresh water [this will affect the below waterline surface area] does this really matter?

The rudder of the barge must generate a force of (-) 7900(sin18) for the barge to stay in the middle of the canal
