Only when they aren't looking at another body part. This is a hard wired instict in male humans. Take a quick look at other speices, a large number will start courtship with some sort of visual display by either the male or the female. Humans, like other apes can "court" at any given time so they tend to be on the "lookout" so to speak.
The point is that looking in more natural to us than thinking it is strange, you have to learn to consider it strange.
