It could be a person in a suit, but I'm unsure about the legs at the knees.
his hips(?) rotate as his legs move, but its tail bone jiggles like a girl.

his elbows are the most concern. it looks shoulder level to a human

That -is- most impressive. But are you absolutely sure that it's not a guy in a 'robot suit'?

I would guess its real. Its all available technology, and the algorithm that runs it is pretty simple. The way it runs into walls and turns around, I would say it is real and not just a guy in a costume, or a remote controlled unit.
All it really does it walk until it see that something is in front of it, and decides if the thing is a person, or an object. If its a person, it plays a song, if its an object it just turns around.
The walking is pretty cool, but its only on an even surface, and its movements of the arms and head are orchestrated to keep the center of balance, so it really is pretty simple. I will say the side stepping is quite impressive.

Sony has done a lot of work on this kind of thing. This isnt exactly the same robot, but check out the movements.

they are only about 2 feet tall, but its just a matter of scaleing up.
