Yes it could be achieved as per Dr. Kervan's theory has indicated. However its not really a fusion that occurs at zero degree temperature . It just meant that under certain conditions fusion (combining atoms of one elements forms another element)could be obtained at a much lower temperature than the status quo technology could achieve.
A few experiment have been done successfully but the discoverer never published it.
Presently Nuclear fusion to obtain bulk energy radiation is being undertaken by Engineers of Nuclear fusion reactors.
And it is accomplished by producing a high temperature plasma.

A couple of years ago some people reported that they had achieved it but no one else was able to replicate it. Too bad.
