I don't know. . . I have never heard of any traditions that practice this specifically at a time of grief, but I have experienced the urge personally. When I was in art school I documented cutting off all but an inch or two of my long hair during a traumatic time in my life. It's still my favorite and most personal work of art.

Yes. Among Hindus in India, on the death of an elderly person,all his juniors say sons,brothers,nephews and grandsons will get their heads fully shaved on the 10th day after cremation. This is a way of expression of respect to the departed soul.In southern part of India,many people of both sex get their heads tonsored after visiting certain temples/shrines etc.expressing gratitude to God.In north India , many people get their heads shaved after sun/moon eclipse as a measure of purification. In Jain religion, a girl or boy entering monastary has to pull out each hair on head forcefully one by one.

The one that springs to mind is Buddhists entering a monastary or nunnary must shave their heads before they go, even if it's for a short time. There must be others, I'm sure.
