ok i was trying to pick up my grnadparents chihuaua and all of a sudden my hand got all wet and gross, next he turned over on his back when i noticed something red coming from his dinkey! It went back in and then came back out.... what just happened?

The dog's male genitals were making an appearance. It happens often when they get very excited, as you can imagine. Depending on what season he will do it more often.
As for the wet and gross, well, he might have let out a bit of urine, too, especially if this was a very young dog, as the young ones (and the very old, I suppose, now that I think about it) can't always control their bladder and wee a bit when they get excited.
