Yes there are several websites that sell body armor to the public in a variety of of protection levels, even armor for pets but you are going to be hard pressed to find a system that is specially designed for women and that is not bulky enough to be worn under normal clothing for the amount of cash you are looking to spend. www.securityplanet.com/bodyarmor.php is about the cheapest place I have seen so far but they are still about $400 to for a basic under clothing model that protects against a decent amount of handguns. Of course if you don't mind walking around is something bulky that makes you look like you stepped out of a bad war movie then you could actually use a military surplus flak jacket that used steal plates. Good luck.
Oh wait I found this one, http://www.keepshooting.com/selfdefense/bulletproof-vest/kevlar-bulletproof-vest.htm but it doesn't sound like it includes the trauma plate, which is something you need to make sure you check, if it doesn't then it's just an overpriced vest.

As others have said in many places they are illegal or there are restrictions when purchasing them.

But the real deal is why would you need one? Say something happens on the street or someone breaks into your home. It would look like you are inviting trouble, impersonating an official. If at home. You have the wherewithall to put on a vest if you wake in the night? You will be charged or at least lose in a civil suit even if cleared criminally.

There really should be no reason for a civilain to have a vest. In some places you can have one. But that $350 will cost you later if you have it. Sure could be fun to just own but again why? Think Columbine, VA Tech and such.

If you have a weapon and are well practiced a normal citizen does not need a vest. Even if you buy one $350 it will buy you a piece of junk.

BulletSafe makes a great vest, level IIIA for $299. It is definitely worth a look and is probably the best value in bulletproof vests. http://www.bulletsafe.com/bullet-proof-vest.html

All the law enforcement supply places carry them, or can get what you want by ordering it for you. In some locales, these are restricted items. Check with you authorities about the legality of these vest.
