How does one go about starting a city council?

Question

I've just moved to a very small town in Kentucky. As far as I can tell, this town used to have a city council, but for some reason they disbanded several years ago. I think the county maintains the town now?? What are the first steps in organizing a new city council? Will the county fight this or welcome it?

The city council must be incorporated in the charter of the city where the rules are set for the election and proceedings of the new council.
