The good car is a result of good driver-crew chief communications during practice sessions at the track. If the crew chief can figure out how the driver wants his car to turn, how much speed he is willing to sacrifice for handling, or visa versa, he can make adjustments to the suspension, the tire pressure, the right rear to left front weight balance (wedge) adjustment, and, in the CoT, adjustments to the front splitter and rear wing. If all goes well, and the driver is happy with the way the car handles in traffic and through the turns, he has a good car.
The qualities of a good car are mentioned in answer to the first question, but a driver who has made a mistake for which he can blame himself, is wrecked by someone else, or has some other problem not related to the car itself, will usually tell the post-race interviewer that he had a good car, which means, if he hadn't run into misfortune, he probably could have won.
The different tracks all have different conditions relating to their configuration--ie, length, width, banking, bumps, and surface quality and composition. All of these are factors that effect the handling of the car. Sometimes, the same set up that is used in one race can be used successfully at another race if it is at the same track later in the season, but usually, different weather conditions call for different adjustments. Usually the conditions are different for every race, therefore every race requires a new set up to create a "good" car. Different cars are used, because every chassis is unique, and therefore reacts differently to the adjustments. The "right" car for a track is the one that responds best to the adjustments for that track. This won't be as big a deal next year, as the same car will be used at all the races. Now, you will see the same, or similar car being used at similar tracks--those that have the same kind of turns, surface, and banking. Sometimes it works, sometimes it doesn't.
Not all teams are created equal. Some shops have more kinds of testing equipment than others. , which gives them a definite advantage.All the drivers in NASCAR Nextel Cup are quite a few steps above average, but all have different driving styles. Some are aggressive, and try to use everything their car has, making their own opportunity, while others will wait for the opportunity to happen and wish for luck, so driving style at different tracks makes the difference in how well the driver finishes. The differences in the way the engine and the drive-train is built is also a factor. Not all engines are built equally, and some drivers like more torque for passing and cornering, while other drivers would rather have more horsepower to stay ahead if and when they get ahead. So there are many factors determining how good a car really is compared to the other forty-two cars on the track.

A good car is a car that handles the track really well.
Meaning that it goes into and out of the corners really well
and can accelerate well on the straights.
Different tracks = different setups and it also depends on the
kind of track it is also. Teams have 4 different cars for the
tracks. One for the super speedways, one for road courses,
one for short tracks and one for the rest of the tracks.
They don't spend enough money on R & D.
