take her to a audition calling role,post a video of her singing on youtube and then tell the whole world,let her go to her talent show at school,Bring a young celeb and tell her to join her(just kidding)there's lots of ways,but the easier one is to broadcast her on youtube.

I'm sure you mean well. But why worry about getting noticed? Why not get her some lessons first, some dance classes acting classes and even more importanly get her an instrument. Find some workshops and learn to perform. Get her to rely on playing music rather then simply singing.
