In some photos I see of him, Burns totally looks like he's wearing a wig. The uniform cut around the bangs, the sideburns and the back indicate toupee or wig.
But the uniform color could just mean he's getting a bad haircut and dying his hair but not his beard.
Either way, he's clearly trying to look younger and failing miserably. As good as his documentaries are, I'm dying for an answer to this question because I know we'll see more of him once The War debuts.

He's always had bad hair. Seems like if you can afford it, you'd get nice hair regardless of whether its real or not. Bill Gates is still walking around with bad hair and so is Donald Trump.

Hello! Just to let u know I am 100% mj fan! I love him... However I do believe he wore wigs. Honestly, how can ur hair go from Afro puff to gorgeous silky straight... MY HAIR ISNT EVE LIKE THt! LOL trust me and I never had hair like his. But I know he got a perm before the incident for pepsi. Anyways the second thing is this poor man had a SECOND degree burn. Ouch! With that kind of burn there is no way ur hair can grow back. I do believe he probaby sewed in hair. But after the pepsi incident there is no chance his hair can grow back. So probably he had both wigs and sewn in hair. Sigh I guess we will never know! RIP MJ!

It's a wig. Not even the interlace type. That's why is so uniform in color ad shape. Real hair gets messy like Bill Gates's and Donald Trump's comb over.

of course. that's why the part through the middle is so irregular. a regular (symmetrical) part wouldn't hide the wig base.
