How do I add a dotted line that will go from the Y axis....touch a point then go back down to the X axis?

Depending on the chart type, you can add "Drop lines" for the vertical line (from the point down to the X axis), but you would have to manually draw the line from the Y axis to the point.

Alternatively, you can specify that you want the data point to show the associated values by displaying the Category name and Value. This would not give you the visual benefit of a line, but you would have clarity as to the corresponding axis values.

For both of these, right-click on the data series and select the menu option to "Format data series..." where you can explore the options above on the Data Labels tab and the Options tab.

The only way I can think is to use the drawing toolbar. View-->Toolbars-->Drawing. Click on the line tool and draw your line(s) and then change the line style to dotted. If you need step-by-step, check out my extreme tutorial on drawing tools in Office:
