My picture blurs after zooming in.
This vehicle has been very suspiciously patrolling our neighborhood and the police won't do anything until we get a license plate number.

Unfortunately the picture has to be of decent quality (high pixel count) to be able to clean up blurring. The bigger police departments can play with it with some of their VERY expensive gear with no problem, but you would have to foot the bill for the man hours and also justify it being done instead of other more pressing cases. All tech units are severely backlogged.

Try to get another picture with a different camera. Borrow one from a friend. Practice with it first to make sure you can get it to shoot without the blur. Try to get closer if you can; act like a tourist.

If the image you have captured would not prepare a legible plate quantity, no application is going to have the skill to make it any clearer. Even the kit you notice in video clips and tv can not try this with a nevertheless photograph. That basically happens in fiction. If the pixels are not there, no application can positioned them in place. Video, on the different hand, would, have the skill to be improved through some very high priced kit and alertness. this way of technologies can learn various frames of a low resulution or blurred photograph and "favourite out" the pixels to create a "clearer" photograph.

See if you have a friend with a DSLR camera. It will take the photo very quickly after you press the shutter. That will avoid the blur. A good one will take the phot0 in under 1/1000th of a second and will have a shutter speed even faster than that for the picture.

Also try standing behind the car rather than at an angle. It will be in focus longer that way.
