His word and Spirit shall comfort them--his rod and staff, alluding to the shepherd's crook, or the rod under which the sheep passed when they were counted (Leviticus 27:32), or the staff with which the shepherds drove away the dogs that would scatter or worry the sheep. It is a comfort to the saints, when they come to die, that God takes cognizance of them (he knows those that are his), that he will rebuke the enemy, that he will guide them with his rod and sustain them with his staff. The gospel is called the rod of Christ's strength (Psalms 110:2), and there is enough in that to comfort the saints when they come to die, and underneath them are the everlasting arms.

This refers to the shepherds and their taking care of sheep. I am sure the rod is to fight off predatory animals. The crook of the staff may have been to hook around the sheep to pull them out of a pit, or whatever. So Jesus protests us with the rod, driving away our enemies, and He picks us up with the staff.

A dark valley, or ravine, with pitfalls and wild beasts would be perilous to a flock, especially at night, were it not for the care of a good shepherd. Though similarly faced with the threat of various calamities, David was secure in the knowledge that Jehovah was his Shepherd. Therefore, he could declare: “Even though I walk in the valley of deep shadow, I fear nothing bad.” Ps 23:1, 4.

The staff is for protection from predators.

This is my opinion.....
The rod represents Jesus as the King of kings.....He is the Ruler of all nations and his Rod is the his septer.
The staff represents Jesus as the loving Shepard. He is the lover of our souls and the Saviour of our souls.
So to know that...."Thy Rod and Thy Staff....they comfort me"....to me means that my faith in Jesus as my savior and lover of my soul is also my King and the controller of all things. How much is that a comfort to you?
