It depends on where you live and how vigoursly the laws are enforced.
Talk to your local vehicle registration authority or an approved automotive mechanical engineer.
For the record, in NSW (australia), there must be a minimum of 100mm clearance while on the road (ie body no lower than 4 inches while moving) and headlights must be no higher than 1800mm (around 6 feet).
To reitierate, the best bet is talk to the people who check cars for your area and the registration body

Yes. Many States now require the bumpers to be no lower or higher than 3" from when factory installed. Others go by the height of the lights. depends on your local laws.
