The answer is a little difficult, as in reality (like everything in medicine or surgery) reverse head pull has been around as long as man. Somtheing better than reverese head gear is actually lenghtening the shortened lower jaw, arther than pull back the normally developed upper jaw. You mean one hand on the forehead and one on the chest so the dentist has something to pull against when extracting a tooth? Just after pliers were invented.
