Yes it is safe because it's the capital one website for pre-approved applicants. You can also get your capital one card from other credit card sites where you can compare different capital one offers and pick the one that best fits your need. Sometimes the offer you received in the mail is not the best for you, so you may want to compare it with other offers that they have. Yes it should be safe but there should also be a phone number for you to call for acceptance. Be sure you understand all the fine print for fees and interest rate etc.
