I have a similar problem, my legs have always been a size smaller than my waist in most jeans and I've always been top heavy. I carry my weight in my stomach and bust. If I have even ten excess pounds on my frame most of it will be around my waist.

Someone mentioned crunches, but crunches only tone the muscle under the layer of fat, you would have to lose the layer of fat before you would be able to see any change. It's not possible to spot reduce or lose weight in only one area of your body. Unfortunately, it's not possible to change where your body carries excess weight - if you carry it in your stomach, there's nothing you can do to change it.

If you want to even things out, you'll have to lose weight to get some of the excess from around your middle burned off, then start doing squats and weight training to bulk up your calves and thighs. This is what I have done and I look much more balanced now. I usually wear L.E.I. jeans and pants because they seem to be a little larger in the waist than most sizes.

Same problem for me!

thin claves, and thighs and then boom, if i get pants that fit my legs, the give me a "muffin top" when i try to button them lol

I suggest Guess by Marciano stretch jeans!!!
They are so comfy, make me look thinner, and fit both my legs and waist. You can even search Ebay for them :)

Also, I'm 13, almost 14. So I can relate to you.

i have an opposite problem as far as my waist is quite small and the jeans that fit my legs are too big for my waist; i solved this by wearing low-rise jeans. you might want to experiment with different styles and brands of jeans and maybe you will find some that fit you better.

I wouldn't say so, because I look about the same way. If you do one thing constantly (though I haven't lately) for a couple weeks then you will look more balanced
