the engine controller sets the ignition timing relying on cam and crank sensor input. the crank sensor is on the bellhousing and the cam sensor (or pickup plate) is inside the distributor. turning the distributor without a scantool attached is a bad idea. it has to be used to set the "sync" between the cam and crank within 0-10 degrees so the controller can compensate timing. if its out it will run extremely bad.

If you look at your distributor, you will see a small fork at the mounting bolt and you cannot turn it.
Do you get spark fire? No, The crank sensor. ( You DO NOT have a cam sensor, no matter what these other people say) is located on the bell housing, drivers side. First try just to unplug it and reconnect. While it is unpluged there can be NO corrosion. It works in Milli volt range. You should also see around 5 ohm resistance. If it has no resistance, replace it.
Still no spark? Pull the sensor and look for ANY metalic particles on it. Clean and try again. Note, easiest was to get to it is from below.
Good Luck
Now all this assumes that you are getting fuel pressure. There is a test port on the fuel rail where, with a gauge, you can test.

if i had to guess and you have a 4.0 it sounds like the crank sensor one other thing you could try have some one hit on the gas tank while you try to start it and if it does start you will need to get the fuel pump replaced

The timing is not the solution. Is your check engine lite on ? You need spark and fuel, check it out. NEVER replace any part till you know the problem

You don't set the timing... it is fired by crank angle sensors and cam sensors ....

you cannot adjust the timing! the computer does it for you.
