joe works on the 19th floor of an office building, yet everday he gets off of the elevator at the 17th floor and walks up the remaining two flights of stairs, why??

because he is too short to reach the button for the 19th floor so he takes the stairs ;)
another variaton is:
joe works on the 19th floor of an office building, on a normal day he gets off of the elevator at the 17th floor and walks up the remaining two flights of stairs, but when it is raining he takes the lift straight to the 19th floor.
why?
coz he has an umbrella to reach and push the 19th floor button =)

The elevator doesn't stop at the 19th floor. The 17th floor is the closest floor where the elevator stops for where he would like to get off.
I think it is Mensa.

As he is height restricted, he is unable to reach the 19th but can just reach the 17 button
