I think they should allow it, but it has absolutely nothing to do with "reciprocity" with any other state what-so-ever. Each state legislation and/or government body exercises it's own right to allow/or deny, the right to issue concealed carry permits independently of any other state, or influence by other states.

wrong - right now you could get Florida's permit, which is accepted in 14 other states, the most accepted state CCW.

And yes, not only should wisconsin be allowed, but a federal law stating as such, then all 50 states would be on the same page.
