are you an admistrator?
because if you aren't, you have no control whatsoever over installing or uninstalling programs
or a bunch of other stuff for that matter

Hi, first of all make sure that u r the administrator of ur computer, u can check that in user accounts in control panel. If u aren't then get an administrator to do it for u. If u r then u may have some spyware or malware causing corruption. Do the following steps:
1.disable system restore
2.restart in safe mode
3.visit http://onecare.live.com and run Microsoft's free safety scanner to remove all viruses, trojans and spyware, and registry errors.
4.restart in normal mode
5.update ur security software though I recommend u remove them and get these instead. They are free and the best of their kind:
AVG Antivirus: http://free.grisoft.com
Spybot: http://www.download.com
Comodo Firewall: http://www.personalfirewall.comodo.com
5.update and scan from these tools and restart ur pc.
6.re enable system restore and create a new restore point.
Now ur pc should work all right and u should be able to remove software if u r the administrator.
If this doesn't work either then try booting in last known good configuration after doing the above steps or u may need to reinstall windows.
Good Luck!
