Usually the cars without lights on the roof are used for traffic enforcement since they are harder for drivers to see.

It depends on what the chief of police wants for his new cruiser to be for. Plus departments usually do not buy all the cruiser lights at the same time and are equiped with different types. A town I used to live in, some of the cars have the older style lights without LED, and some have the newer LEDs on the top, and some have them inbedded in the grill and under the roof.

Unmarked cars just have lights you can set on the dash so they can be removed easily. It's not always a good idea for police cars to be highly visible.

Because some cars are trickier than others.. If you're zipping down the road and see roof lights on the car in front of you, you're not likely to pass it (if you're speeding).

IMO, it is used to confuse people when they are driving so they don't notice the police cars and so they can catch people breaking the law. Don't know if this is true, but it is my opinion about it.
