Yes, because newly pierced ears are infection prone to begin with and because being sick causes your immune system to slow down, there aren't enough defenses to get your body to its normal state AND to fight germs that cause infections in our ears.
However, if the time since you have pierced your ears is over a year, then there are very low chances that your ears will be infected. The reason for this is that, our immune system views pierced ears as an injury to the body, and tries to heal them. The healing process will have been completed after about six months of the piercing. But its always smart to clean your ears and earrings with rubbing alcohol - just to be on the safe side.

No. As long as you keep the wound clean it should not get infected. After the ear initially heals it should be less prone for infection.
